'Uncorking the Truth: Vermont’s DTC Alcohol Shipping Compliance Pilot – Results & Regulatory Insights' The Vermont Department of Liquor and Lottery (DLL) launched a Direct-to-Consumer (DTC) Shipping Compliance Pilot Program to address rising concerns over unlawful alcohol shipments in the state. This presentation outlines the project's goals, methodology, key findings, and the implications for public safety and regulatory enforcement. Through controlled purchases and delivery monitoring, DLL found that none of the 40 alcohol shipments received during the pilot were fully compliant with Vermont law, and two deliveries were made directly to minors without ID checks. The findings revealed significant gaps in both industry compliance and regulatory infrastructure, highlighting the need for enhanced enforcement mechanisms, clearer legislative authority, and greater accountability from common carriers. This session will provide a data-driven overview of compliance rates, legal violations, cost per check, and the logistical challenges encountered during the pilot.
